What do you think of House Cannith having their own secret constabulary? To maintain the security/secrecy of their tech and ambitions. A secondary question is if they have such a force, what is the status of it now, given that the house leadership was lost in Cyre and the house is currently split into three factions?

Personally, I'd make such a thing a branch of the TWELVE, acting to protect the secrets and ambitions of ALL the houses; this allows that force to draw on the expertise and skills of all houses. Phiarlan, Thuranni and Medani are more suited to this work than Cannith, after all.

could see both existing. An organization that directly serves the Twelve would have different goals than one primarily serving Cannith’s potentially selfish goals. The purpose of the Twelve is to protect and strengthen the houses, and that means protecting their monopolies; protecting Cannith's proprietary magic is definitely part of that mission. And Cannith is better at making gear FOR spies than at actually spying.

Cannith certainly could have an independent agency, I just wouldn't expect its members to be as skilled as Phiarlan or Thuranni operatives, because that's their area of expertise.
