Giant owls were brought to Sharn to participate in the Race of Eight Winds, and a population has existed in Sharn for hundreds of years. So giant owls are intelligent and capable of speech. Mage Hand — either through an item or simply learned by the owl — can allow them to manipulate objects effectively. So they're not common, but there's a few around in the Bazaar (Middle Dura).
