Magical Tinkering needs artisan’s tools. But, not in starting equipment. So can’t use their level 1 feature right away? Was this a mistake? If you use starting equipment in your class, you get the equipment in your background. Every background gives you (1) artisan's tools, (2) enough gold to buy artisan's tools, or (3) both.
