if a spell is a concentration spell, pretty sure raw 5e is it’s free action to stop concentrating. if it’s not a concentration spell, the spell description would have to specify. It's not even an action, you can stop concentrating at any time, even on someone else's turn. 🙂

Not unless the spell says you can, or if it's concentration (in which case you can stop concentrating at any time, even during someone else's turn).
