Actually, RAW says you can do it as an action WITHOUT the WIS (Med) check, so you're still in the clear.

and how many hands? No hard rule on that, I’d probably allow it with one free hand, definitely of the kit is kept somewhere relatively accessible that you can reach.
If you have to dig it out, probably two.

Which is insane! Why is this only in the DMG? Why doesn’t the PH explicitly include a “Use a Magic Item” action alongside “Use an Object” if magic items aren’t too be considered “objects” for the purposes of the action? Because the rules for magic items are in the DMG.
