Do Cyrans beyond Prince Oargev get to keep their noble titles or were they stripped since they aren’t landed nobles any longer.

Does Oargev have the authority to bestow noble titles in New Cyre and/or are they recognized by Brelish rule, or is that power lost? I'll address this in my upcoming article on the nobility of Khorvaire.
