For a lot of reasons. More powerful factions give them folks to strive against and aspire to. Equal gives them people to relate to and judge themselves against. Less powerful factions give them people to protect or bully. 2/

One of the things I have told my players is the average person is level 1-5. Normal everyday people. 6-10 are like college to professional athletes or scholars. 11+ are your super rare athletes, Navy SEALS, Einstein. 15+ Avengers, Hercules, Beowolf. Legends no one believes.
