The concentration save advantage is huge (I prefer Resilient: Con myself, but that's just me), and anyone who has a better spell option (even cantrip) than a melee attack for oppies is going to enjoy that aspect of it.

Blade pact ‘locks definitely want it, if they’re going to use Hex in melee with any frequency.
Same, of course, for melee rangers & Hunter’s Mark, and for paladins with ___ Smite spells (if they aren’t used immediately). And for anyone who wants to sword & board, and also cast spells. Somatics are a bitch for everyone but cleric and paladin.
