You have a character who wants to use a Hand Crossbow in one hand and a rapier in the other w/ Crossbow Expert.

Do you add your dex mod to the crossbow shot, or does it count as dual-wielding?
Do you care about reloading while holding a sword? It is not using the two-weapon fighting rules. You add you ability modifier to all attacks as normal using Crossbow Expert. #WotCStaff

hypotetically: i have a rapier in my main hand and a hand crossbow in the off hand; Attack action with the main hand, crossbow expert kicks in, bonus attack with hand crossbow; the round after that i can’t shoot with my crossbow because i needed a free hand to reload. correct? Strictly as written, that’s correct.

I will say that as a DM and a player, that’s not super satisfying, and I’d want to either just handwave or find some other way around that.
