That largely depends on your story! The Vestiges aren’t a “rite of passage” per say. Knowledge of their existence is rare, considered stories of myth and lost to the ages. Some heroes will just stumble upon them within a hoard somewhere, only discovering their true power as they walk with it awhile. Others may find a higher calling the quests them with seeking one such artifact. That is up to you! I wouldn’t recommend giving one out any earlier than maybe 5th level, perhaps.
