So if two opponents were in Fog Cloud, and one had the Alert feat, then the one with Alert would attack normally, and the one without it would attack at disadvantage? (Applying the rules for Unseen attackers here).

If your character and your opponent are both in the effect of Fog Cloud, both of you have disadvantage from attacking someone you cannot see. Alert does nothing. Suppose that your opponent can see in fog – they have advantage – alert negates that advantage. If it helps, you can think of alert as defensive.
