@jmworlandseriously asking, do you have to ignore real world physics or whatever and go based entirely off what’s in the rule book? You can ride both. Justify why one follows the other. Ex: A person being tossed in a whirlwind can still see a bit/mutter a spell

@jmworland if the spell requires aim (a spell attack roll) it has disadvantage due to being restrained. Other spells (chain light) auto-hit
