how would you write the traditional elemental planes into Eberron? (Fire is easy, others not so much)For my PotA Eberron game I’m thinking small pockets within Kythri where the warring archomentals assert their influence

Kythri is certainly a valid choice, but if you're specifically dealing with "Elemental Evil" I'd make them demiplanes in Khyber.
