I always assume the PCs can find out literally anything. All they have to do is 1: find someone who knows the answer and then 2: do something for them.
However, I now realize a: the players don’t know they can do this probably because b: there’s no gameplay for this.

You get Legend Lore at 9th level and that feels about right, but really I wish “finding a sage and making a deal” were explicitly part of the game. I think the players & DM would have more fun, and this issue of players not engaging with lore would be resolved. Basically, the players are incurious and don’t engage with the lore because the game does not expect them to.

This reminds me of key villain beats like discovering a powerful creature's true name or finding where a lich keeps their soul.
These are pivotal, interesting pieces of information, but it feels like you can either 1) give them the answer, or 2) write an entire quest to find it.
