If the party is attempting to shoot arrows/spells at a creature underwater while they are on shore, does that grant cover?

If the party is attempting to shoot arrows/spells at a creature underwater while they are on shore, does that grant cover? Disadvantage?
Or do I simply apply the underwater combat rules?
