I’m reskinning Hoard of the Dragon Queen to be Eberron. Without a hoard or dragons or a queen. Is increasing numbers of aberrant marks a suitable end goal for the daelkyr? I’m looking for an end goal that’s potentially bad but not in a way casually obvious to PCs Sure! One theory is that the daelkyr created the dragonmarks to manipulate the Prophecy; increasing the number of aberrant marks could easily be part of a scheme.

Is that idea that aberrant marks were the creation of the daelkyr collective or just one? I think it’s unclear whether there is a daelkyr collective. Personally, I’d say that Dyrrn the Corruptor would be directly responsible; whether it was part of a greater plan is an open question.
