In Eberron is Cyre pronounced like “sire” or “kire”? I’ve heard it both ways It’s pronounced both ways in-world. It’s like “Missouri” or “tomato.”

This is interesting… why did I have it in my head that it was pronounced like “Siri”? Has that ever appeared in any supporting material? That's how I personally pronounce it (which I picked up from Bill @slavicsek). But that's just another regional pronunciation.
