Inquisitive’s Steady Eye ability – what about out of combat?

@JeremyECrawford Regarding the Inquisitive's Steady Eye ability – what about out of combat? The argument could be made that they would ALWAYS have advantage out of combat on those rolls. That seems too strong, don't you think?
