Is there an official thieves guild in Luskan?

I know there is a group of pirate councils in Luskan. But is there an official thieves guild as well? And how hard would it be for a level one rogue to join them if so? Would the pirates allow a thieves guild in their town? Technically they’re both thieves lol. 🙂 No, there's no OFFICIAL thieves' guild. The pirates smash any attempt to establish one. Because, of course, they run their own. ;}
