is there any hard lore about when Dal Quor most recently “reset” itself? No. Sometime after the Cul'sir broke its ties to Eberron, but it's not necessarily the case that the destruction of the moon triggered the change; it just ended whatever plans the quori of the time might have had to halt or escape it.
