It took me a long time to undertsand what you meant by the clarification for Stealth and Surprise. I think that the following statement could be used to help players understand by adding one word to the PHB "Otherwise, the DM compares the (*lowest) Dexterity (Stealth) checks of anyone hiding with the passive Wisdom (Perception) score of each creature on the opposing side.

So when I do group checks for Dexterity (Stealth), I throw out the bottom half of the results, and use the lowest of the top half as the group’s check to see if they surprise the monsters.
