Fun thought: D&D campaign, XP gained primarily for treasure returned to base. Then put a tax collector between the dungeon and the base.

How do the PCs deal with it? Are they lawfully paying their taxes, or chaotically smuggling their gold? 😉 Reminds me a bit of Hammerfast in 4e. There was a tax collector at the gates, if I remember correctly. One of my players HATED it 🙂
