Even though it seems like most of their power is concentrated in the lower Seawall Mountains, the did dar/Dhakaani lose any important kechs with the Mourning? There’s never been a comprehensive list of Kech across Khorvaire. The whole idea is that they’ve been in extreme isolation and THEY don’t know how many there are. So it’s up to the DM, but there certainly could have been Kech below Cyre.
