The Fabricate Spell Is there a rule of thumb for what’s intended to be expected of it?

The Fabricate Spell!
Is there a rule of thumb for what’s intended to be expected of it, or could a Forge Cleric really provide a full plate in 10 minutes should they have (750?1500?) GP worth of material? If they have the material and proficiency in the necessary artisan's tools (see the last paragraph of the spell description), they can most definitely create a set of nonmagical armor.
