I get what he’s saying, and honestly it’s entirely up to the DM whether to use passives or just roll instead. Either is fine.
Alternatively if y’all want to use passives but not decide success/failure in a concrete way, DM could essentiall make Stealth checks for the traps.

Though I think we are both misinformed on passive perception as a whole so could you explain it?
