Trying to vizualize Sharn and where the City of the Dead is (Dragon Crypts): Sharn goes a mile up from the cliffs, and the necropolis is there, but Warden Tower in Upper Dura looks over it from way up high? The rich from upper levels go all the way down for burial? Not exactly. Compare the maps on page 37 and 43 of Sharn: CoT; note that Dragon Crypts is only shown on the upper maps. The map fails to show that Dragon Crypts continues to the cliffs just north of Dura. S:CoT says “Warden Tower is a white obelisk standing on the edge of the cliff OVERLOOKING the Clifftop district of Upper Dura.” That cliff region to the north is HIGHER ELEVATION. So the wealthy don't go DOWN – they go OVER.

I guess my question is how high are the cliffs? Do they go all the way up to the upper city where upper Dura is? How high of an elevation is that? I’m doing an arc in the City of the Dead with Gaia and Gath and want to figure out if an entire necropolis is in a super tall cliff. It's not defined in canon sources, beyond the statement that the City of the Dead is "high on the cliffs surrounding the city" and that "Warden Tower is a white obelisk standing on the edge of the cliff OVERLOOKING the Clifftop district of Upper Dura."

Consider also the logic that Clifftop is called Clifftop because it *is on a level with the top of the cliffs.* So yes, the original vision was that Sharn rises up from below, and its towers are as tall as the surrounding cliffs. Now, Skyway is still above — so the rich ARE coming down to be buried. And I'd say Central is taller than Dura.

And just making sure: in the original question you say "Warden Tower in Upper Dura"… Warden Tower isn't in Upper Dura. It's in Dragon Crypts, and looks out over Upper Dura.
