Valor bards they can’t cast S,M spells using Battle Magic with shield and weapon

@MonumentGames re: valor bards. Is it by design that they can’t cast S,M spells using Battle Magic when equipped with a shield and weapon? yes, or at least the bard has to choose on a round-by-round basis
