1) Did the noble houses Anteos and Phull pay to be the namesakes of those streets next to their villas?

No, the Palace is very firm against attempts by nobles and guilds to influence street names. The “people” decide, often overriding formal names with their preferences. In this case, they decided on Anteos and Phull (the noble families were delighted). 2)
The Brossfeathers deliberately chose to buy and build nigh Brassfeather Lane, because of its (pre-existing) name.
