Yes, in the sense of groups of friends and allies a particular Lord would most rely on. However, this didn't always translate into reliable voting blocs, so the Lords still "worked" as a government and not a battlefield.#Realmslore

So it was mostly a matter of who’s counsel they most appreciated when faced with difficult situations but in matters that affected this city at large they were mostly in concert with each other or working together on common strategy? Indeed. All of the Lords were self-interested, but none of them lacked a view of the common good/larger picture for their city and their region, and there was no left-wing/right-wing ideology (as we know it), no "other" among us.#Realmslore
