This idea almost comes across as someone that’s bordering on being an advisarial dungeon master. As long as the supply of consumables isn't overly constrained and you can be reasonably sure you're going to find more, you're incentivized to use them and not hoard.
The idea isn't to screw players, just give a little nudge to use the cool stuff they find.
