It's okay when not fudging leads to worthy players leaving the game.
Apart from that, I'm more and more inclined towards "don't fudge."

Even to speed up an early fight to keep the game's time on track? I have so many games as a player where I wish the DM cut the hps of early monsters so we could actually get to the boss fight. "Calling the battle right here" in the middle of the boss fight is still fudging hps.
