I was considering it being in the hands of a powerful NPC in a setting I’m working on, but if it’s in the hands of a mortal, I doubt this particular NPC would have it. As I doubt this NDA is going to be lifted soon, or acted upon, the bow could pass into almost anyone's hands, so…I'd say your NPC could very well end up with it.
