That's one of those culinary answers that many makers and fans of a particular foodstuff furiously dispute. ;} Volo has personally eaten great falafels on Tharsult, in the Tashalar, and in Sammaresh, but had surprisingly good ones in Waterdeep, Westgate, and Selgaunt.
