Why are some spells in the Basic Rules not included in the Player’s Handbook? Are spells included in the Basic Rules (from the Starter Set) legal in Adventures League games? Which spells have you found in the Basic Rules PDF that aren't in the Player's Handbook?

I’m actually referring to the “Basic Rules” source on D&D Beyond, which, upon review, isn’t referring to the Starter Set Rulebook in the Starter Set and doesn’t correspond to that PDF either. Arcanist’s Magic Aura is the spell absent from the PHB that I’m interested in. That's called Nystul's magic aura in the PH.
