Gary Gygax & I both did this (at the gaming table, not published) and we both had the amulet constantly and permanently drain hp from wearer

I assume that’s to offset the first ability? Yes. So it's a last-ditch protection, not a constant-use bludgeon. Gary eavesdropped on my table, laughed, and revealed he'd done the same.
